Among the communities, the main industrial center is Pavlograd, where the primary workforce and educational institutions are concentrated, which can be leveraged to enhance the region's human resource potential. For the Pavlograd community, the key priorities include infrastructure modernization and the development of industrial sectors, particularly in the field of energy equipment production.
The Ternivska, Petropavlivska, and Mykolaivska communities have potential in the agricultural sector, which requires investments in infrastructure, support for SMEs, and the creation of agro-clusters, including the possibility of establishing biofuel and green energy production.
The study provides recommendations on possible directions for implementing fair transformation programs, assesses investment risks and aspects to consider when developing development programs, and evaluates the social impact of the proposed project directions.
